Dr. Theodor Laci is the Managing Director of CVMR (Albania)and its holding company CVMR (Netherlands). He also presides over Albanian Metal Exchange.
Dr. Laci has over 30-years of leadership experience inInfrastructure, Healthcare, Environmental and Natural Resource sectors in the Western Balkans. He brings a strong track record in Public-Private Projects, backed by deep expertise in Government relations, international partnerships and strategic development with extensive, hands-on knowledge of Albania’s Minerals & Mining sector from cooperation with Government Institutions & Industrial Operators.
From 2010 to 2018, he served as a Senior Advisor within the Albanian Government, working with both the Minister of Health and the Minister of Finance. His focus during this period was on International Relations and the development of Public-Private Partnership (PPP) frameworks.
In 2018, Dr. Laci founded Albkos Investments, which serves as the exclusive Advisor in Albania & North Macedonia to International Hospitals Group (IHG), UK. The firm focuses on Healthcare Infrastructure Development and provides high-level strategic advisory to Government Institutions. This long-term engagement played a pivotal role in shaping the landmark £5 Billion “Strategic Partnership” between the United Kingdom & North Macedonia, signed in 2025 - an historic agreement, the largest of its kind between the two Nations.
Dr. Laci is a graduate of Public Health Relations from King’s College London, UK. He is fluent in Albanian, English, Italian and has a strong working knowledge of German.
